I always saw them as part of the Titan Legions list, as they are not mentioned in the Space Marine army list. So they become allies.

  I think a list of who can ally with whom is fine, but I would stick with a 25% allies quota.

  Note as far as I am concerned, Dark Angels can ally with Blood Angels or the Titan legions but can only spend 25% of there points on them. So in my games, often I have left the titan at home because rather than spending my allies quota on that, an IG artillery company has been a far superior option.
