Actually that is not a bad thought to increase the dice for deviation
and reduce the overall amount of dice. It reflects the weapons
inaccuracy.

To me, the problem is not that the weapon is more or
less powerful but simply that resolving a shot takes
forever. Two 2d6 scatters... You could nearly close
your eyes and throw a template from your table' side
to get the same effect !

Perhaps we could keep the unpredictability but with
less dice rolls ? For example:

Have it scatter once but of 3d6 cm. If a HIT is
rolled, reroll it once, only a second HIT will leave
the template in place.

That leaves the same predictability for a real hit
(two 5+ rolls) and allow on average the template to go
quite far (up to 45 cm deviation, average 25 cm!)

Agree, would you dare to test with only one scatter
roll?
