To me, the problem is not that the weapon is more or
less powerful but simply that resolving a shot takes
forever. Two 2d6 scatters... You could nearly close
your eyes and throw a template from your table' side
to get the same effect !

Perhaps we could keep the unpredictability but with
less dice rolls ? For example:

Have it scatter once but of 3d6 cm. If a HIT is
rolled, reroll it once, only a second HIT will leave
the template in place.

That leaves the same predictability for a real hit
(two 5+ rolls) and allow on average the template to go
quite far (up to 45 cm deviation, average 25 cm!)

roll?
