Devotional bell

I just read the Titan Legions army book v5.0. In the old days (WD133) the bell, in addition to giving +1 bonus to morale, forced any daemons within the same radius to make an immediate instability check. Since there are no instability checks any more how about any daemon within 25 cm of the titan can't use chaos cards to block wounds representing the same thing as the instability test? If this sounds too powerful, the old restrictions of a) taking up both carapace hardpoints and/or b) there only being one per order (carried by the custodian titan) could be considered.
