Actually, if a designated FO could do the same job as the transporter
(reduce scatter when surfacing), the transports can probably be left
at home anyway! Once the tunnelers have broken the surface, the
transport vehicles are meaningless in game terms. It just seems that
once an opponent knows what to expect, he is likely to target the
transporters in the very first round in order to make the tunneler
scatter rolls worse.
