Hellworm surfacing

Here's an interesting thought - how does a Hellworm surface?

The basic worm consists of a tractor head and a fuel car, three more
cars, and a secondary engine car. Using the recommended lengths,
that's 13cm long. Every support card will add four more cars which
is another 8cm, so a typical Worm will be 19cm long.

Would my opponent be justifably upset if I opened a hole in the
ground and something that size emerged without warning? Especially
if it ran over some of his troops in the process?

One solution is to limit how much of the Worm can surface each turn
(it has a maximum move of 15cm anyway). A basic Worm (13cm) can
emerge in one turn, but anything longer is still restricted to 15cm
movement so the remaining cars will still be underground (and cannot
open) until the following turn. Does that sound reasonable? Ditto
if the Worm decides to go underground again.

Bear in mind that a Hellworm using 5 support cards will be 53cm long,
and take 4 turns to surface.

A permanent 6cm crater should be left wherever the Worm surfaces or
dives, you can't deploy major tunnelers like Worms and Hellbores
without landscaping the battlefield to some extent.
