Yes. The restrictions aren't meant to indicate preferred allies, but rather guidelines for which armies absolutely will never, under any circumstances, ally. It's a little extreme, but I can imagine a Marine commander faced with the choice of "fight Chaos AND Orks" or "fight Chaos THEN Orks" and choosing the latter. I agree that it's a long shot, but hey - it's a big universe. It *might* happen, and if a player wants to field that mix I think the only valid objections should be from the opponent, not the rulebook.
