Sorry - the wording on the rule is bad. You only re-roll ties on the first turn; if there's a tie after that the other person goes first. For example:

Turn 1: You roll higher - you go first.
Turn 2: You roll higher - you go first again.
Turn 3: You & your opponent tie - he goes first.
Turn 4: Your opponent rolls higher - he goes first.

That make sense?
