Necron question

The Support card "Scarab Protectors" appears in the 4.0 but not in the 4.1 rules. However, it does appear in the 4.1 army card lists. Was the omission deliberate and the card discussed/removed, or was it accidental and I should put it back in for 5.0? Thanks.

Here's the text from 4.0:

Necron Scarab Protector: Necron Warriors are usually accompanied onto the battlefield by small bug-like machines called Scarabs. For every Necron Warrior squad you may purchase one Scarabs card. Scarabs may be represented on the battlefield by a stand of small models or by a counter, called a marker. A Scarab marker:
¨ Can be placed (or “fired”) on any enemy squad (that is a support card or one squad within a company card) within 50 cm in the Advance Fire phase just like a single-use ranged weapon, without premeasuring. If placed out of the 50cm range to the target, it is removed automatically.
¨ Has the Nullifying Field, but affects only the attacked unit and reduces the close assault factor value of it by 1D3 instead of by 2 (this is rolled once and effects all models in the squad an equal amount).
¨ To be removed from a unit, must be struck three times by ranged weapon fire or destroyed in Close Combat.

A Scarab marker does not have a Saving Throw. Once it is placed on a unit it is considered to be within Close Combat range and can be engaged if desired in the normal Close Combat Phase. The marker is considered to have a CAF of +3 and can win a Close Combat and thus destroy a unit if engaged. Remember that the marker cannot engage a unit, thus if a unit effected by Scarabs does not want to engage it, it does not have to. If the entire effected squad is destroyed remove the marker.

Note that this card is not considered a support card. Instead a marker should be placed beside any Necron unit with a Scarab card. The Scarab Card does have a point cost value however and must be applied to the army’s total at the beginning of the game. Victory Points are awarded when the Scarab marker has been destroyed. If a Scarab marker is removed from the table for any other reason no Victory Points are awarded.
Models: You may either make a stand of small crab-like creature, or use a cardboard counter.
