Another Titan Legions question

Again, I've noticed a discrepancy. The Adeptus Psyker has the Commissar ability of joining a detachment that is outside the Chain of Command and givint it orders. This is in addition to it's three psychic powers. Since the Tech-Guard units no longer have the Chain of Command limitation, I propose taking this ability away, and making it a standard three-power psyker. Opinions?
