Hi!
Taken into consideration all the ideas presented how does this sound:
For every 1000 points played the player gets 2 dummy cards. To this
number add the following bonus IF :
Eldar/Slann/Tau +2
SM/Chaos SM/Squats +1
Orks/IG/Tyranids 0
Thus a 6000 point eldar army gets 4 dummy cards (2 base + 2 for being
eldar) per 1000 points for a total of 24 dummy cards.
A SM army of 4000 points gets 3 dummy cards per 1000 points for a total
of 12 dummy cards
An Ork army of 10000 point gets a total of 20 dummy cards (no bonus).
To this OVERALL total you may add ONE dummy card if you have special
units designated as infiltrators. So using the above example for SM, if
it had two detachments of scouts it would add 2 additional dummy cards
for a total of 14 cards.
