The way I see it being done would be to make them an attachment/ally to
Imperial Guard or Space Marine armies. In the Daemonhunter's book you can
field Inducted Marines or Guard with the army. To use Marines you must
have Grey Knights in the force, to use Guard you must have Inquisitorial
Stormtroopers (its an either thing, you can't have inducted Marines and
Guard in the same force but you can have Grey Knights in an Inducted Guard
force and Stormtroopers in an Inducted Marines force).

SO, to use Daemonhunters in a Space Marine force, the army must include one
Grey Knights company card while Imperial Guard must include one
Inquisitorial Stormtroopers company card for example. Inquisitors could be
Special cards only fieldable with an Inquisitorial or Grey Knights company
card.

Examples of the cards:
Grey Knight Hunter Company
1 Grey Knights Command Stand (Tactical Grey Knights unit)
2 Detachments of Grey Knights (4 stands of tactical Grey Knights per
detachment)
BP=5

Inquisitorial Stormtrooper Assault Company
Stormtrooper Command (1 Valkyrie Transport + 1 Ordo Malleus Inquisitor stand)
2 Detachments of Stormtroopers (3 Valkyrie Transports + 6 Stormtroopers
Stands per detachment)
BP=10

Ordo Malleus Inquisitor Lord
1 Chimera + 1 Inquisitor Lord Stand
BP=Inquisitor Stand

These are just examples and I haven't even considered costs or stats. The
Company cards are small as the remember that Inquisitorial forces are very
small in relation to other Imperial forces. There are very few Grey
Knights or Inquisitorial Stormtroopers so it would be rare to see them in
large numbers. Plus it would keep the cost and number of minis to buy down
and make them attractive to current IG and SM players.
