Legion of the damned

I just finish to read netepic 5.0 , and I have a question.
Why the legion of damned comes only in 4 stand detachment?
they are a chapter? they teleport to the battleground?
I test them in six stands detachments with a very good results.

Maybe I can to write a legion of the damned army list?
