In the original fluff (from WD99) the Legion were not
ghosts. Neither were they a full chapter. They were
about 100 marines strong remnant of the Fire Hawks
chapter. The chapter was caught in a warp storm and
contracted some warp malady which caused their bodies
to slowly decompose but at the same time gave them
tremendous strength. They wanted to die to end their
suffering but as they were marines they resolved to
die fighting the enemies of the Emperor and belive the
Emperor himself guides them to places where they are
most needed.

If we intend to keep the original background (which I
personally favor) there's not much armylist to be
made. The legion had no heavy equipment and in any
case no techmarines to maintain it, no librarians and
no ranks. They just fought in a single large unit.
