It would be better, but Tau infantry would still be able to wipe out
50% of most attackers, which is already over the top regarding infantry
in other races.
Check those two profiles:
- CAF+0, ranged weapon 5+
- CAF-1, ranged weapon 4+
The second one is clearly better in HtH despite the lesser CAF. That's
because 1 point of CAF isn't much of a difference while 1/6 more
chances of avoiding all fight because one assaulter stand is killed
during approach, is.
I think that the best solution close to what we have now is to have Tau
with a 5+ to hit, and either a reroll or a +1 bonus when
1. they are on First fire
2. they are NOT pinned by enemy.
The point 2 is IMHO as important as this to-hit issue. We really have
to work out some kind of vulnerability for Tau troops in HtH...
