Chaos questions

Hello. I have two questions concerning Chaos

Can Skylock use Chaos Cards to save itself? In these rules Bubonis
can use them, and so can LOBs. Correct me if I am wrong, but I
thought that the LOB originally couldn't use chaos cards to save
itself?

Can Noise Marines combine their barrages like other tanks can?
