I would take the intent is that the tau get to react to whatever they
see and can therefore alter their orders at the end of the orders
phase (when they know what the oppositions orders are).. kinda like
the old squat ancient who allowed placing of extra orders counters
and then you got to choose which one you used once you knew which
would be better for you.
