OT - The Horus Hersey Books

I've been reading through this series and think the books are great
from both the pure read standpoint and the backstory for Space
Marine/Epic/NetEpic and so on. I am curious if anyone here knows how
(or if) this stuff is approved by GW. Does one person at GW hold the
keys to the cannon, or is it done by commitee, or are the authors given
free reign to build on the official fluff?
