Regarding Fog of War and revealed orders, we manage order counter to
keep track of unit activation in a clear manner, while preserving the
Fog of War.

1. The player winning initiative declares if he wants to move first or
last. When moving first, he activates his first unit. When moving
last, he lets his opponent begin but must declare later when he is
about to make his last move; his opponent must then make all remaining
moves before letting him activate his last unit for a last move.

2. We only allow MOVEMENT and in the the movement phase. You don't
reveal orders for a unit that cannot move (because it has FF orders
for example), neither for a unit that can move but that you decide not
to move for any reason. In fact, there are only "real" movements in
the movement phase (and snap fire, but it's rarely used.)

It avoids endless "This unit is on first fire and doesn't move, now
it's your turn" sequences that are both hurting the FOW and awfully
time-consuming.

3. When a unit's movement has been completed, we remove a charge order
counter since it has been completely resolved, but leave an Advance
order counter next to the unit in its new position (face up.)

4a. We activate, reveal, resolve and remove First Fire Orders in the
First Fire segment, when each unit on FF is activated.

4b. We play Close Combat in the CC segment (no effect on orders)

4c. We activate, resolve and remove Advance Orders after the Advance
Fire segment.

At each turn and phase, we know at sight the units that have been
activated. We apply FOW carefully since the meaning of a non-revealed
order may change over time (a charge unit not moving may appear like
having a FF, then an advance order until the truth is finally revealed!)

If a player forgot to place an order counter, the unit may never be
activated at all if we don't realize it. But when we do find that a
unit is missing an order too late for its own good, we usually place a
face-up advance order next to it and go on normally, so it won't be
able to move and will fire in the Advance order, as expected.

This way of revealing, activating, resolving and removing orders allow
us to keep track of everything rather nicely and if you play
differently, I suggest you to give it a try.
