Doubt about nob command rule

Hi, the question is this, are all orks units affected by this rule?
I�m thinking to include in my next army list a fighta bomma squadron
but I don�t know if this unit is affected by the nob command rule.
        
I think it would be logical to make it a independent unit,
because the natural instinct of the majority of clans is to enter in
close combat, which is not very useful when it comes to flying vehicles.
