All this is a waste of time and rules. It is unecessarily complicated. We
should leave it at only weapons with a -1 save mod or better can take
shields out. Simple and effective, if a little abstract.

For people who want to simulate the effects of weapon strength vs shields,
give the shields a save (1+ for Voids and 2+ for Power fields). When a
shield gets hit, make a save. If you fail, then the shield falls. This
way, only the largest weapons can have a good chance of taking a shield
out. Lots of little weapons have a chance, but it is greatly reduced.
Simple, effective and it uses a mechanic that is already well established
in the game.
