I really don't think this is the case, maybe high modifier barrages
(spread & punch)

no, we talk about never see something and fire tryng to probably hit
your target, save modifier only works in case of a Hit IMHO, and only
this should be the subject..

So you use a single stat two times, one for holofields and then for save
modifier hull hit?? no I really don't agree....
