Uh? why they couldn't act as commender (i.e. move & fire, not for chain
of command) if the commander is outside???

What??? you're snorting the good stuff? Eldar Warlock titans can have
commander on board?????? since when???
Anyway IMHO a commander on bord =/=> the veichle act like a command unit
unless it is THE commander transport (i.e. appears in the same commander
detachment) or it is a command veichle period.
