Hi All,

Instead of increasing the To Hit number, just increase the number
hits to roll. This is what Games Workshop did when they made the
Praetorians, and IG Super Heavies.

-->There should be a "base line" for each army list. For Imperials, it's
the IG, Eldar guardians, etc. From there modify accordingly. SMs are
better than IG or Tech guard, aspects better than Guardians, and so on.
It might make such modifications easier, and more logical.
