Tech guard

Just something I'd like your opinion on.

In the introduction to Tech Guard it says that they follow the same rules
for command and control as the IG. Yet in the Army Cards and composition
there is no commisar cards. However, in the summery of units statistics the
commisar is listet. Does the TG get a free commisar pr company card just
like IG? Does this apply to the knight housholds as well? If so, could you
mount a commisar in a knight armour and thus link it to a spesific
detachment? (perhaps by swapping one of the original stands with a
knightcommisar stand)
