I've two problems with this:

A) There's explicit reference somewhere that the Emperor has not
spoken in the last 9000 years at the very least. He lost that faculty
because of the fading of his link to his physical body.

Very true. The administratum runs the Imperium and the Emperor speaks ONLY
in real crises.

B) The Emperor is anything BUT dumb. He reunified the empire, brought
the lost technology back, and personally engineered the Primarchs.
I'd say if he was REALLY in charge Chaos would have been conquered
long ago, and the Imperium would now look like the closest you can
get to Heaven.

Also true. The thing is what the Emperor puts forth is subverted by the
administratum, classical bureaucracy. But also remember the Emperor only
knows the technology man has made over the years (considerable) not anything
new. Also some of the novels has inferred that the Emperor may not be "all
there" and is losing his grasp on reality. This is where the Star child.
Illuminati deal comes in. Nice touch. Too bad GW doesn't update things in
any serious manner.
