frist part, this would bring consistency all troops would now be a 5+ fixed
save one roll. We would be lowering the cost also, the 4+ is going pretty
far now you want them as strong as a Mech.
Second part, this is the only one I see and its just for the Troops, not
the whole army. the troops wuold be fine like this even without the Scarabs
the troops will still be worth 2-3 SM. Now if you take the Scarabs they will
be worth 2 Termies. I just can't see a foot troop type having as much armour
as a Super Heavy, with 2 saves this is what they are like.
