Marine AA

I find it kind of strange that IG has a SP AA gun while marines do not. If
it was the other way around I'd understand it perfectly since marines are
supposed to be mobile. Wouldn't any techmarine worth his gruel (I suppose
that's what marines other than Space Wolves eat :)) mount a scorpion to a
rhino? What do you think?
