Yes, luck plays more of a factor in the outcome of the actual battles when
they are played, but NetEpic rewards tactical thinking more than some games
(but it still helps to have some luck on your side). But the majority of
the game (the 40K campaign we used it for) involved lots of diplomacy and
tactical maneuvering on the main tactical map. The person who brought the
more powerful force into play was the one who won. The outnumbered
opponent would simply try to either do as much damage as they could or
retreat. Luck really didn't enter into it as much as one would think.
IF two equally sized forces fought, then luck played more of a factor
(choosing the right force, deploying well and executing the best use of
your forces), but not as much as one would think. In the end the Eldar
won, but not by much. It was a close second by the Orks and a very close
third by the Imperial Guard (me!). Very little separated these forces and
the sizes of their territories when we all gave up. The thing that gave
the Eldar the victory was the fact that he made good alliances (with myself
and the Marines) and stuck fairly close to them. As a result, we were
happy to help him. Plus he made some brilliantly daring moves on the
tactical map and pulled them off. His prowess on the actual battlefield
was a bit above average, but not great.
