Salut,

"I don't necessarily disagree with this, just that I think we don't get
enough of the whole picture to make a clear decision. We also don't have a
very clear picture of what the Adeptus Mechanicus is up to, or has access
to. Not having what ever is in the BFG stuff, I'm not even sure about space
technology. I still tend to think that the Imperium is not stagnant, just
incredibly slow at disseminating information, and there are powerful
elements that have something of a futuristic Luddite mentality. For what we
do know, it may be that organs of Imperial rule, such as the ecclesiarchy,
have prevented some discoveries from being brought into the main. Or it
could be other organizations, such as the AM, or some one else. We have no
idea what sort of things the AM is just sitting on, for what ever reason.
Considering all this, we can of course make this into whatever, as there is
no real contradictory sources against either position. So, where are we to
go with this?"

In fact I think that we do agree. :)
According to the fluff we know that the Imperium gathers countless worlds,
in this situation an incredibly slow development is equal to stagnant.
Despite huge ressources the Imperium doesn't have a normal development, this
is an almost stagnant situation. :)
