Thats where epic earns its stripes, specialist armies are always at a
disadvantage versus soundly constructed forces. While terminators and
veterans together sound awesome, think of all their disadvantages, no
good long range firepower en masse, few numbers, relatively low break
point. A force like this would consistently lose against a more
generic force, becuase it would be supported.
I agree with Luca on his point about the restrictions, they are not
needed. To make a terminator and veteran force viable it need a HEAP
of support, so as to effectively make it impossible in a small 3000
point game. Even in larger games, the amount you need for support is
severely reduced. In net epic points these two companies are 1900
(100 for the termies, 900 for the veterans). Serious amount to tie
down for so specific troops.
I'd make the chapters you wish and forget the restrictions, it
doesn't need them, the basic rules and way the game is played is
guarantee enough for a balanced game.
