I think so. Otherwise, how would units voluntarily fallback?
Although Khorne daemon engines DO have to advance or charge towards
the closest enemy, and this is specifically spelled out in their rules.
But in general, there are no restrictions on movnig/shooting/charging
in Epic unless command units are involved. This isn't 40k, you know
(at least, not yet =).
