I always took this to mean what it said literally. After the nobz, any
ork can take command, whether on a stompa, on foot, in a buggy, or
manning a tracktor kannon. The only unit that is not eligable to
take command of a detatchment is a gretchin (which makes sense).
In the unlikely even that a detachment contains only gretchin, then it
would IMO be permanently out of command (since it has no commander).
This makes asthetic sense to me as well, since the grethchin would be
milling about in a confused state without any orks to boss them about,
and with out the orks to keep them going, they run for it as soon as
it get's tought (i.e. when they fail a leadership test).
