They have to have periods of peace in order to lull the humies into
complacency right before the next "surprise attack" from the forces
of chaos/orkdom/bugdom.

"Gee, we've been fighting chaos for the last 10,000 years. But we
haven't seen any for the last month, so I guess the war's over!"
