Wouldn't better aim account for the more kills? If your foe is doubling the
firepower, remember that he can't. Only bolters and their like can rapid
fire. So, Tacts, Asses (assaults) Termies and the such can rapid fire.

But as for better accuracy, once a bullet leaves a gun, it's still a bullet,
so overwatch doesn't affect it. But if it is well aimed, if wind has been
accounted for, if the firers wait for that perfect moment when the Waaagh
momentarily bunched up, then yes, it can do more damage
