That sounds reasonable, though I'd say "any model with FF orders, other than
Titans, that wants to fire in the movement phase, may fire any non-barrage
weapons it has, at a -1 penalty to hit. This acts as its firing opportunity
for the turn, and it may not fire again until next turn."
The reason for the -1 to hit is that normal weapons are not designed
for rapid tracking the way AA batteries are. Artillery and other barrage
weapons don't track or shoot quickly enough to be able to snap-fire at all.
Titans can't snap-fire because a) their guns are too damn big to track quickly
enough, and b) it would unbalance the game too much, as it would make the
really big guns like plasma annihilators and pulsars way too powerful, since
you couldn't effectively hide from them anymore.
