[Epic] Morale & Objectives

This may indeed be a Silly Question(tm) but...

At the end of each turn, you gain morale for ojectives and lose morale for blast
markers. is this morale:

a) Permanent, and permanently modifies your morale value
b) Temporary, and only matters if your morale would have/will hit zero

We've been playing (b) so far, but rereading the morale rules seems to support
(a). Anybody wanna de-confuse me?
