IMHO, Yes. As we play here, it's fine to do this. It's not that
potent, gives infiltrators a bit more reason for existence and really
doesn't feel like powergaming.

Dunno if it says in the rulebook, but it doesn't say it doesn't hence
we sent a question to Jervis. Look at the Q&A on Allen's site - Jervis
explains clearly that SHWs are affected and must be reduced if there is
no FP handy to reduce instead.
