What about using a rule similar to the one in SM/TL...
IIRC, If a transport uses 50% of its movement then any infantry may only
use 50% of its movement once it disembarks. This represents simultaneous
movement.
They replaced this with the 5cm penalty (I think) but this allows Erik's
idea to be perfectly legal whilst not really being sensible.
Consider what movement is .. ie the ability to travel a given distance
within a discrete amount of time. This means Erik's idea is along the lines
of .. rhino's move .. rhino's stop because they have run out of movement
allowance hence run out of time in the movement phase .. assault troops
disembark .. assault troops use movement allowance hence use time. We end
up with a situation where the rhino's can not move because they have run
out of time but the assault troops have plenty of time.
Doesn't seem sensible to me.

Okay, relax, there's no cheese here. I'm _not_ saying let the Rhino
move an extra 30cm. I'm only saying let the infantry inside do what it
normally does - move an extra 30cm on the first move. The Rhino goes
just as far as normal. If the infantry doesn't unload, they've lost
the infiltration move. If they unload, they get an extra 30cm - net
35cm after the 5cm penalty for unloading.
Also, I believe the discussion had to do with Chaos Space Marine
Veterans, not Space Marine Scouts. CSM Veterans Infiltrate and can get
Rhinos without buying them on a separate line. This doesn't matter for
infiltration, but I thought I'd point that out.
