Mine too, but that's because you've got normal FP in there as well. If
you can pull off a single FP vs. three at a time, which are you going to
choose? Better to just make it a detachment of, say, five whirlwinds:

1) 9 = (5 barrages - 2 bm) * 3 fp
2) 13 = (5 barrages * 3 fp) - 2 bm
3) some other number
