        I think that no limit on Titans needs to be placed. All-titan
forces exist for most armies, IMHO. Maybe not the Tyranids, but they
wouldn't want to anyways. :)

        Fliers, well... I think it should depend on the scenario.
In a friendly one-off, I would limit it to 1000, but if a scenario is
written up, it could easily be seen as 2000 or 2500. And in a
campaign, of course, there's no reason it can't be 3000.
