Yeah but before the codex there were only 20 legions.

Lets see... A legion is 540 to 840 platoons. A platoon was 8 stands of tactical
or 4 stands of other troops. Assuming that tacticals are 50% of the force that
means 6 stands per platoon. Vehicles average out to about 3 per platoon. Lets
assume that 25% of the platoons are vehicles or support weapons.


This gives us: 2430 to 3780 stands of infantry and 405 to 630 vehicles.
