the problems with 40K are the same problems that face epic only on a "larger
scale." Some of the point values are off, there are lots of really tough
units, so GW's answer was to make lots of stuff that "cracks" tough units
(in epic it's titans and vortex missiles, etc.), and there are lots of units
that are exceptions to the rules that don't have all their interactions
qualified and quantified.
