Clearly, only Marines can use this rule and, in my opinion, only when
they don't include IG allies. Reason: IG and Eldar have flak, Marines
don't,
and they should have much better gear, and are better warriors. Also,
the S. platforms are rather inexpencive so it would be too big an
advantage for the IG and Eldar, who would never by ordinary
flak.
If you think the new rules are too sick, you could disallow S. platform
flak, and only allow the more expensive Whirlwind.
Remenber: Only pure Marines, all else is unfair! ;-(
