Surely if you ae going about passing the opportunity to fire you could just
say that each detachment could only pass once. This would mean that if the
playes so choose passing could take place so often that the order of fire
came round again. e.g. those pesky LR s waiting to blow the living crap out
of your beautifully painted falcons could be forced to fire simply by
constantly passing until the LR s turn to fire came round again.
Anyway, now that I come to think of it I'm not so sure passing is a good
idea for a turn based game (an action based system perhaps) because of the
large number of possible abuses.
