I decided to crack the flyer formula as practice before trying to find
one
for all the other units. I came up with the following two formulas:

Assumptions: The fighta-bomba barrage has a FP of 2 (compare w T bolt)
              The firelord heavy barrage FP = 4 (Hvy = 2x reg barrage)
              The transport ability is either yes (1)or no (0).

Formula (1) - straight linear model
Combat Value(CV)=1.14*Rng + .07*FP + 2.61*Int + 2.83*Gun +
5.52*Arm +18.93*T- 25

T=1 if it can transport, 0 if not.

Formula (2)
CV = 1.16*Rng + .1*FP + 2.75*(Int+Gun) +5.44*Arm +18.9*T -25.23
T=1 if it can transport, 0 if not.

Formula (2) has slightly better statistics and better est. for the
doomwing.
  
No matter how you play with it, Firepower is not a significant variable
in
flyer costs. This is counter-intuitive, but I am quite certain the GW
rules designers DO NOT HAVE an underlying consistent formula for these
units.
