what about something like the following?
when a unit goes on fallback orders:
1: it may not move towards an enemy unit
2: it must move towards the nearest cover that does not violate rule 1
3: if any enemy unit with a caf greater then zero comes within 10 cms of
any stand on involuntary fallback, that stand routes (remove the stand)
4: units may hold objectives, but may only fire on the last unit that has
fired on them (afraid of drawing attention) unless a moral role is made
(the roll will not rally the troops, it simply is a check against a
panicky soldiers ability to follow orders)
5: a unit in cover will not leave cover unless:
a. they end in as good or better cover
b. they do not cross the Line of sight of an enemy unit (regardless of
what orders the enemy unit recieved)
just thinking... just because a unit is shitting bricks don't mean they
aren't dangerous and shouldn't hold objectives... but it does mean they
are hard to control and liable to break and run...
