this seems a little severe...
maybe if the unit on fall back comes in contact with a superior CAF unit
it should be destroyed.
of course, we need to see if the new rules are an improvement on the
existing system or not... (barely constrained laughter)

i still feel a unit that has broken their morale should not be able to fire
at all
