"Because you can't ride a horse through a building very easily, take cover
properly and so on cavalry are counted as vehicles. Cavalry also add +1
to their Armour value, up to a maximum of 6." (p.35 Rule Book)

It would seem that cavalry are also counted as vehicles for the purpose
of taking cover as well.
