Maybe, but shouldn't it be so? Guess which one would be more likely to charge
a 60 foot tall war machine with enough weapons to vaporize a superheavy; a
highly motivated crack trooper (space marine) or a regular grunt who has only
received normal training (a guardsman)? In ASL a squad must pass a task check
to advance into CC with a tank. This means that a volkssturm squad (morale 6)
is not as happy to assault a tank as a pionier squad (morale 8).
It takes a lot of guts to charge a titan and I think morale is a good indicator
of how much guts the troops have.
